Tafsir of Yunus 10:99

{And had your Lord willed}—a will of compulsion and coercion—{those who are on earth would have believed, all of them}—in a manner of encompassing and inclusion—{altogether}—unanimously upon faith, without differing therein.

Do you not see His saying: {Would you then compel the people?} It means: He alone is capable of compelling them and forcing them to believe, not you.

The placement of the noun before the interrogative particle [in the Arabic structure] serves to inform that compulsion is possible and within one's power; the matter is simply: who is the one compelling? It is none other than He alone, with no partner in this, because He is the One capable of acting upon their hearts in such a way that they are compelled to believe, and that is not within the capacity of human beings.

{And it is not for a soul to believe except by the permission of Allah, and He places impurity upon those who do not use their reason.}
