And [remember] when your Lord proclaimed, 'If you are grateful, I will surely increase you [in favor]; but if you deny, indeed, My punishment is severe.' "

{And [remember] when your Lord proclaimed} This is part of what Moses said to his people. Its grammatical position (as an accusative) is due to it being conjoined to the phrase: {the favor of Allah upon you} (Al-Baqarah: 231). It is as if it were said: "And when Moses said to his people, 'Remember the favor of Allah upon you,' and remember when your Lord proclaimed."
The meaning of ta’adhdhana (proclaimed) is adhana (announced/permitted). The relationship between ta’adhdhana and adhana is like that of tawa’ada and aw’ada (to threaten), or tafaddala and afdala (to bestow favor). In the form tafa’ala, there is necessarily an added meaning not present in af’ala. It is as if it were said: "And when your Lord announced an announcement so profound that doubts are negated and suspicions are removed by it."
The meaning is: "And when your Lord proclaimed, saying: {If you are grateful}." Or, ta’adhdhana is treated as having the meaning of "said," because it is a type of speech. In the reading of Ibn Mas’ud, it is: "And when your Lord said, 'If you are grateful...'"
{If you are grateful} O Children of Israel, for the blessings I have granted you—such as salvation and other favors—through sincere faith and righteous deeds:
{I will surely increase you} Blessing upon blessing, and I will multiply for you what I have given you.
{But if you deny} And treat with ingratitude that which I have bestowed upon you:
{Indeed, My punishment is severe} For whoever denies My favor.
{And Moses said, "If you should disbelieve, you and whoever is on the earth entirely - indeed, Allah is Free of need, Praiseworthy."}
