And We certainly sent into every nation a messenger, [saying], "Worship Allah and avoid Taghut." And among them were those whom Allah guided, and among them were those upon whom error was [deservedly] decreed. So proceed through the earth and observe how was the end of the deniers.

An-Naḥl: 36

"And We certainly sent into every nation a messenger..."

He [God] has refuted the invalidation of [His] decree of evil and [His] will of wickedness by stating that there is no nation except that We have sent among them a messenger commanding them to do good—which is faith and the worship of God—and to avoid evil—which is obedience to the Ṭāghūt (false deities).

"And among them were those whom God guided..." Meaning: He showed them kindness (luṭf), because He knew them to be among the people of kindness.

"And among them were those upon whom error was justly due..." Meaning: Abandonment and the withholding of kindness were confirmed upon them, because He knew them to be determined in their disbelief, from whom no good would ever come.

"So travel through the earth and observe..." Observe what I did to the deniers, so that no doubt remains for you that I do not decree evil or will it, given that I do what I do to the wicked.

"If you should strive for their guidance, indeed, God does not guide those He sends astray, and they will have no helpers."
