Surah Al-Isra 17:34

ﲝ ﲞ ﲟ ﲠ ﲡ ﲢ ﲣ ﲤ ﲥ ﲦ ﲧ ﲨ ﲩ ﲪ ﲫ ﲬ ﲭ ﲮ ﲯ

And do not approach the property of an orphan, except in the way that is best, until he reaches maturity. And fulfill [every] commitment. Indeed, the commitment is ever [that about which one will be] questioned.

Al-Isra: 34

{By that which is best} By the trait or the method which is best, which is preserving it for him and increasing its value.

{Indeed, the covenant will be questioned} Meaning: It will be demanded; it will be requested of the one who made the covenant that he not neglect it and that he fulfill it.

It is also possible that this is a rhetorical personification (takhayyul), as if it were said to the covenant: "Why were you broken? And why was [the promise] not kept with you?" This is to rebuke the one who broke it, just as it is said to the girl buried alive: "For what sin was she killed?"

It is also possible that it means the possessor of the covenant will be questioned.

{And fulfill the measure when you measure, and weigh with the straight balance. That is better and best in outcome.}
