Tafsir of Maryam 19:83

"Al-azz" (inciting), "al-hazz" (urging), and "al-istifzaz" (provoking): These are synonymous, meaning to agitate and disturb intensely.

Meaning: We incite them toward acts of disobedience and stir them toward it through whispers and temptations.

The Context: We left them to their own devices and did not restrain them, though had We willed, We could have restrained them by force. The intent is to express astonishment to the Messenger of God (peace be upon him)—following the verses in which the insolent and rebellious among the disbelievers were mentioned, along with their sayings, their mockery, their stubborn opposition to the messengers, and their ridicule of the religion—at their persistence in error, their excessive obstinacy, their resolve in disbelief, their collective effort to repel the truth after it had become clear and devoid of doubt, and their total immersion in following the devils and what they tempt them with.
