Al-Baqarah: 118
"And those who do not know say..."
The ignorant among the polytheists—and it is said, the People of the Scripture—said this. Knowledge is denied to them because they did not act upon it.
"Why does Allah not speak to us..."
Meaning: Why does He not speak to us just as He speaks to the angels, and as He spoke to Moses? This was out of their arrogance and insolence.
"...or [why does] a sign not come to us?"
This was out of denial that what had already come to them of Allah’s signs were truly signs, and it was a belittling of them.
"Their hearts are alike."
Meaning: The hearts of these people and those before them are alike in their blindness, just as He says: "Have they bequeathed it to one another?" (Adh-Dhariyat: 52).
"We have certainly made the signs clear for a people..."
...who are fair-minded, so they become certain that these are signs that must be acknowledged, submitted to, and deemed sufficient over any others.
"Indeed, We have sent you with the truth as a bringer of good tidings and a warner, and you will not be asked about the companions of Hellfire." (119)
