[Pharaoh] said, "So who is the Lord of you two, O Moses?"
Tafsir
Verse range: 20:49
"He said, 'Who then is the Lord of you two, O Moses?'"
He addressed the two of them, but directed the call to one of them—Moses—because he is the primary figure in the prophethood, while Aaron is his vizier and follower. It is also possible that his malice and wickedness drove him to demand speech from Moses rather than his brother, due to his knowledge of Aaron’s eloquence and the speech impediment in Moses’ tongue. This is evidenced by his saying: "Or am I better than this one who is insignificant and hardly makes himself clear?" (Az-Zukhruf: 52).
"He gave everything its creation"
"Then He guided"
Meaning: He taught it how to utilize what He gave it and how to attain it. How excellent this answer is! How concise, how comprehensive, and how clear it is to one who applies his mind, looks with the eye of fairness, and is a seeker of the truth.
"He said, 'The knowledge thereof is with my Lord in a Record. My Lord neither errs nor forgets. [It is He] who has made for you the earth as a bed [spread out] and inserted therein for you roadways and sent down from the sky, rain and produced thereby categories of various plants. Eat and pasture your livestock. Indeed, in that are signs for those of intelligence.'"
