{And whoever is with Him} They are the angels. The intent is that they are honored, and because of their honor, they are placed in a position similar to those who are close to kings. This is by way of metaphor and illustration of their nobility and their superiority over all His creation.

If you ask: "Istihsar" (to become exhausted/weary) is an intensive form of "husur" (exhaustion). Therefore, would it not be more eloquent in describing them to negate even the slightest exhaustion from them?

I say: The use of "istihsar" clarifies that the state they are in would naturally necessitate the utmost degree of exhaustion. Thus, they are worthy of those arduous acts of worship, even if they were to become exhausted by what they do.

Meaning: Their glorification (tasbih) is continuous and perpetual throughout all their times, not interrupted by any interval of leisure or any other occupation.

{Or have they taken gods from the earth who can resurrect [the dead]?}
