Tafsir of Al-Anbiya' 21:74

{حكما} (Judgment/Wisdom): It is wisdom, which is that which must be done. Or, it is the ability to arbitrate between disputants. It has also been said: it is Prophethood.

{والقرية} (The City): It is Sodom.

{في رحمتنا} (Into Our mercy): That is, among those whom We have shown mercy. Or, it means into Paradise. From this is the Hadith: "(This is My mercy; I show mercy through it to whom I will)."

{ونوحا إذ نادى من قبل فاستجبنا له فنجيناه وأهله من الكرب العظيم * ونصرناه من القوم الذين كذبوا بأاياتنا إنهم كانوا قوم سوء فأغرقناهم أجمعين}

(And Noah, when he called out before, so We answered him and saved him and his family from the great distress. And We aided him against the people who denied Our signs. Indeed, they were a people of evil, so We drowned them all together.)
