Surah Al-Anbiya' 21:9
ﲦ ﲧ ﲨ ﲩ ﲪ ﲫ ﲬ ﲭ
Then We fulfilled for them the promise, and We saved them and whom We willed and destroyed the transgressors.

{Then We fulfilled the promise to them}
This is like the phrase: “And Moses chose his people” (i.e., from his people). The root of the construction in "the promise" is the same as in: “And from his people” (i.e., min qawmihi).
Examples of this usage include:
- “They were truthful with them in battle” (meaning: they were truthful to them).
- “He was truthful to me regarding the age of his young camel.”
{And whom We will}
These are the believers, and those in whose remaining [alive] there is a benefit.
Al-Anbiya: 10
{We have certainly sent down to you a Book in which is your mention. Will you not then use your reason?}
