And [when] the true promise has approached; then suddenly the eyes of those who disbelieved will be staring [in horror, while they say], "O woe to us; we had been unmindful of this; rather, we were wrongdoers."

"And the true promise has drawn near..."
"If" (idha): It is the idha of suddenness (mufaja'ah). It occurs in the conditional sentence, acting as a substitute for the fa (conjunction), as in His saying: "Lo! they despair" (Ar-Rum: 36). If the fa accompanies it, they both cooperate to connect the consequence to the condition, which provides emphasis. If one were to say, "It is staring," or "Then it is staring," it would be correct.
"Then behold, the eyes of those who disbelieved will stare [in horror]..." The pronoun is ambiguous, clarified and explained by "the eyes," just as "those who did wrong" explained "and they concealed" (in a previous context).
"Woe to us! We were indeed in heedlessness of this; nay, we were wrongdoers." "Woe to us" is connected to an omitted verb; the estimation is: "They say, 'Woe to us.'" The phrase "and they say" is in the position of a state (hal) for "those who disbelieved."
"Indeed, you and what you worship other than Allah are the firewood of Hell; you will be entering it. Had these been gods, they would not have entered it; and all will abide therein. For them therein is groaning, and they therein will not hear."
