Surah Al-Hajj 22:16
ﱁ ﱂ ﱃ ﱄ ﱅ ﱆ ﱇ ﱈ ﱉ
And thus have We sent the Qur'an down as verses of clear evidence and because Allah guides whom He intends.

{And thus have We sent it down as clear signs...}
Meaning: Just as We sent down this [particular] revelation, We have sent down the entire Qur’an as clear signs.
{...and that Allah guides...}
Meaning: He guides through it those whom He knows will believe, or He makes firm those who have believed and increases them in guidance. He sent it down in this manner, as a clear explanation.
{Indeed, those who have believed, and those who are Jews, and the Sabians, and the Christians, and the Magians, and those who associate others with Allah—indeed, Allah will judge between them on the Day of Resurrection. Indeed, Allah is, over all things, Witness.}
