And the people of Noah - when they denied the messengers, We drowned them, and We made them for mankind a sign. And We have prepared for the wrongdoers a painful punishment.

And the people of Noah - when they denied the messengers, We drowned them, and We made them for mankind a sign. And We have prepared for the wrongdoers a painful punishment.

"And the people of Noah, when..."
It is as if they denied Noah and the messengers before him explicitly. Or, their denial of one of them was a denial of them all. Or, they did not acknowledge the sending of messengers at all, like the Brahmins.
"{And We made them}" And We made their drowning, or their story, "{for the wrongdoers}"—either meaning the people of Noah specifically. The original structure would be "and We prepared for them," but He intended to emphasize their wrongdoing, so He made it explicit. Or, it may encompass them in its generality.
"{And 'Ad and Thamud and the companions of the Well and many generations between them. And for each We presented examples, and each We destroyed with [total] destruction.}"
