And they have already come upon the town which was showered with a rain of evil. So have they not seen it? But they are not expecting resurrection.

Tafsir

By "the town," He meant Sodom, one of the towns of the people of Lot. There were five in total; Allah Almighty destroyed four along with their inhabitants, and one remained.
"The rain of evil" refers to the stones. This means that the Quraysh passed by that town—which was destroyed by stones from the sky—many times during their trade journeys to the Levant.
"Have they not..." during their repeated passing, looked at the traces of Allah’s punishment and His exemplary retribution, and taken heed?
"Nay, but they were..." a people who disbelieved in the Resurrection, not expecting "a rising" or an outcome. He used the word "expecting" (in the sense of hope) because only those who believe expect an outcome; therefore, they did not look nor did they take heed, and they passed by it just as their mounts passed by.
Alternatively, it means they do not hope for a resurrection as the believers hope for it, out of their desire to attain the reward for their deeds; or, according to the Tihami dialect, they do not fear it.
