Tafsir of Al-Furqan 25:50

It means: We have distributed this discourse among the people—in the Qur’an and in all the other scriptures and scrolls revealed to the Messengers (peace be upon them). This discourse is the mention of the formation of clouds and the sending down of rain, so that they may reflect, take heed, recognize the true nature of the blessing within it, and be grateful. Yet, most of them refused anything but to deny the blessing, reject it, and show little regard for it.

It is also said: We distributed the rain among them across different lands, at varying times, and in diverse forms—such as heavy downpours, light dew, torrential rain, drizzle, steady rain, and light showers. Yet, they refused anything but disbelief, saying, "We were given rain by such-and-such star," without acknowledging the handiwork of Allah and His mercy.

It is narrated from Ibn Abbas (may Allah be pleased with them both): "There is no year with less rain than another; rather, Allah distributes it among His servants as He wills," and he recited this verse. It is also narrated that the angels know the number and measure of the rain each year, for it does not vary in total, but it varies in the lands it reaches.

From this, one may deduce the answer regarding the use of the indefinite form (nakirah) for "land," "livestock," and "human beings" [in the following verse]. It is as if He said: "To give life by it to some dead land, and to give drink to some livestock and some human beings," and that "some" is a great number.

If you ask: Does one who attributes rain to the stars (anwā’) commit disbelief? I say: If he believes it comes only from the stars and denies that both the rain and the stars are creations of Allah, then he is a disbeliever. But if he believes that Allah is the Creator of them, and that He has set the stars as signs and indicators for them, then he does not commit disbelief.
