An-Naml: 32

"She said, 'O eminent ones...'"

The Fatwa (Consultation): The answer regarding the incident. It is derived metaphorically from fata (youth), referring to age.

The intent of fatwa here is: seeking their guidance regarding the opinion and strategy for what has befallen her. By turning to them, consulting them, and soliciting their views, she intended to win their affection and soothe their spirits so that they would support her and stand by her.

"Deciding an affair" (qati'atan amran): Finalizing it.

In the reading of Ibn Mas'ud (may Allah be pleased with him): qadiyatan (judging/concluding). Meaning: I do not conclude any matter except in your presence.

It is said: Her council consisted of three hundred and thirteen men, each one commanding ten thousand.

"They said, 'We are men of strength and men of great might, but the command is yours, so consider what you will command.'"
