Verse range: 27:37
{ارجع إليهم} This is an address to the messenger. It is also said: it is addressed to the hoopoe, carrying another letter.
{لا قبل} Meaning: no power. The reality of al-qibal is resistance and confrontation; i.e., they will not be able to confront them.
Ibn Mas‘ud (may Allah be pleased with him) recited: la qibala lahum bihim (they have no power against them). The pronoun in minha (from it) refers to Sheba.
{والذل} Meaning: that the glory and sovereignty they were in will depart from them.
{والصغار} Meaning: that they will fall into captivity and enslavement, and it will not be limited to them returning as commoners after having been kings.
{قال يا أيها الملأ أيكم يأتيني بعرشها قبل أن يأتوني مسلمين}
