Is He [not best] who made the earth a stable ground and placed within it rivers and made for it firmly set mountains and placed between the two seas a barrier? Is there a deity with Allah? [No], but most of them do not know.

An-Naml: 61

{Or, who made...}

The phrase {Or, who made...} and what follows it is a substitute (badal) for the previous {Or, who created...}. Thus, their grammatical status is the same as the status of {a resting place}—meaning He spread it out and made it suitable for dwelling upon it—and {a barrier}, as in His saying: "a partition."

{Or, who responds to the distressed one when he calls upon Him and removes the evil and makes you successors of the earth? Is there a deity with Allah? Little do you remember.}
