{Among them} Between those who believed in the Qur’an and those who disbelieved in it.

If you ask: What is the meaning of "He judges by His judgment" (yaqḍī bi-ḥukmihi)? Is it not redundant, as one does not say "Zayd strikes with his striking" or "he prevents with his prevention"?

I reply: The meaning is "by that which He judges," which is His justice, for He does not judge except with justice; thus, the object of the judgment is named "judgment." Alternatively, he intended "by His wisdom" (bi-ḥikmatihi), which is supported by the reading of those who recited bi-ḥikamihi (the plural of wisdom).

{And He is the Exalted in Might} So His judgment cannot be overturned.

{The All-Knowing} Of those for whom He judges and those against whom He judges. Or, He is the Exalted in Might in His retribution against the falsifiers, and the All-Knowing in the separation between them and the people of truth.

{So rely upon Allah; indeed, you are upon the clear truth. Indeed, you will not make the dead hear, nor will you make the deaf hear the call when they turn their backs, retreating. And you cannot guide the blind away from their error. You will only make hear those who believe in Our verses, so they are Muslims [submitting to Allah].}
