Tafsir of An-Naml 27:9

"Indeed it is..." (إنه) The pronoun (the ha) in "it is" (innahu) may be the "pronoun of the affair" (ḍamīr al-sha’n). In this case, the "affair" is "I am Allah" (anā Allāh), which functions as a subject and predicate. "The Exalted in Might, the Wise" (al-ʿazīz al-ḥakīm) are two attributes of the predicate.

Alternatively, the pronoun may refer back to what was indicated by the preceding context—meaning: "The One speaking to you is I." "Allah" is then an explanatory apposition (bayān) for "I." "The Exalted in Might, the Wise" are two attributes of the one being explained.

This serves as a preamble to the miracle He intended to manifest at his hand. He means: "I am the Powerful, capable of that which seems remote to the imagination, such as turning a staff into a serpent; the One who does all that I do with wisdom and deliberation."

"And throw down your staff. But when he saw it writhing as if it were a serpent, he turned in flight and did not return. [Allah said], 'O Moses, fear not. Indeed, in My presence the messengers do not fear, except he who has done wrong, then afterwards replaces evil with good—then indeed, I am Forgiving, Merciful.'"
