Tafsir of Al-Qasas 28:44

{And you were not at the western side...}

{The western}: The place situated in the western direction. It is the place where the appointment (mīqāt) of Moses, peace be upon him, occurred at the Mount (al-Ṭūr), and where God wrote the Tablets for him.

{And the matter decreed} to Moses, peace be upon him, is the revelation that was revealed to him.

The address is to the Messenger of God, may God bless him and grant him peace. He says: You were not present at the place where We revealed to Moses, peace be upon him, nor were you among those who witnessed the revelation to him, or witnessed the revelation itself. These were the leaders he chose for the appointment, so that you might have direct knowledge of what transpired regarding the affair of Moses, peace be upon him, at his appointment, the writing of the Torah for him on the Tablets, and other such matters.

{But We brought forth generations, and long ages passed over them. And you were not a dweller among the people of Midian, reciting Our verses to them; but We were the senders [of messengers].}
