Al-Ankabut: 47
"And thus We have revealed to you the Book..."
That is, We have revealed it confirming all previous heavenly books, fulfilling His saying: "We believe in that which has been revealed to us and revealed to you."
It is also said: Just as We revealed books to those before you, We have revealed the Book to you.
"Those to whom We have given the Book..."
They are ‘Abdullah ibn Salam and those who believed with him.
"...and among these..."
Meaning, among the people of Mecca. It is also said: He meant by "those to whom We have given the Book" those who preceded the time of the Messenger of Allah (ﷺ) from the People of the Book, and by "among these" those among them who were in his time.
"And none reject Our verses..."
Despite their clarity and the removal of all doubt regarding them, except those deeply entrenched in disbelief and determined upon it. It is also said: They are Ka‘b ibn al-Ashraf and his companions.
"And you did not recite before it any book, nor did you inscribe one with your right hand. Otherwise, the falsifiers would have had doubt. Rather, it is distinct verses in the breasts of those who have been given knowledge. And none reject Our verses except the wrongdoers."
