ﲬ ﲭ ﲮ ﲯ ﲰ ﲱ ﲲ ﲳ ﲴ ﲵ ﲶ ﲷ ﲸ ﲹ ﲺ
Allah extends provision for whom He wills of His servants and restricts for him. Indeed Allah is, of all things, Knowing.

Tafsir
Verse range: 29:62
"Allah extends the provision..."
He determines provision and restricts it, meaning when He narrows it.
If you ask: To whom does the pronoun refer in His saying, "and determines [it] for him" (wa-yaqdiru lahu)? It is "whoever He wills" (man yasha’u), as if the extension of provision and its determination were both assigned to one person.
I say: It allows for both possibilities:
"Indeed, Allah is Knowing of all things"—He knows what benefits His servants and what corrupts them.
"And if you asked them, 'Who sends down rain from the sky, giving life thereby to the earth after its lifelessness?' they would surely say, 'Allah.' Say, 'Praise to Allah.' But most of them do not reason."
