Tafsir of Ar-Rum 30:46

{The winds} are the South, the North, and the East winds; these are the winds of mercy. As for the West wind (al-dabūr), it is the wind of punishment. From this is his saying (peace be upon him): "O Allah, make them winds (riyāḥan) and do not make them a wind (rīḥan)."

He enumerated the purposes for sending them:

1. To bring glad tidings of rain.
2. To let you taste His mercy: which is the descent of rain and the resulting fertility that follows, the refreshment that accompanies the blowing of the wind, and the purification of the earth. The Messenger of Allah (peace be upon him) said: "When the winds that overturn the earth (al-mu'tafikāt) increase, the earth becomes purified."
3. To remove putrefaction from the air.
4. To winnow grains.
5. And other such benefits.

{And that the ships may sail} upon the sea when they blow. He added {by His command} because the wind may blow but not be favorable, necessitating the anchoring of ships or maneuvering to restrain them; sometimes it blows violently and sinks them.

{And that you may seek of His bounty} meaning sea trade.

{And that you may give thanks} for Allah’s blessing in them.

If you ask: To what does "and to let you taste" (wa-li-yudhīqakum) relate? I say: There are two possibilities:

1. That it is conjoined to "bringing glad tidings" (mubashshirāt) in meaning, as if it were said: "To bring you glad tidings and to let you taste."
2. That it relates to an omitted verb, the estimation being: "And He sent them to let you taste, and for such-and-such to happen."

{And We have already sent messengers before you to their people, and they came to them with clear proofs; then We took retribution from those who committed crimes, and incumbent upon Us was the support of the believers.}
