And We have already sent messengers before you to their peoples, and they came to them with clear evidences; then We took retribution from those who committed crimes, and incumbent upon Us was support of the believers.

Ar-Rum: 47

"And We have already sent before you..."

He shortened the path to the intended meaning by including the mention of the two parties under the mention of victory and triumph, after having initially omitted their mention from the speech.

His saying: {And it was incumbent upon Us to aid the believers} is an exaltation of the believers, an elevation of their status, a qualification for sublime honor, and a manifestation of the virtue of their precedence and distinction. This is because He made them deserving of God’s aid and entitled to His granting them victory and triumph.

It is possible to pause at {incumbent}. Its meaning would then be: "And retribution against them was incumbent," then one begins: {Upon Us is the aid of the believers}.

From the Prophet (peace be upon him): "There is no Muslim man who defends the honor of his brother except that it is incumbent upon God to defend him from the fire of Hell on the Day of Resurrection." Then he recited His saying, the Exalted: {And it was incumbent upon Us to aid the believers}.

{It is Allah who sends the winds, and they stir the clouds and spread them in the sky however He wills, and He makes them fragments so you see the rain emerge from within them. And when He causes it to reach whom He wills of His servants, they immediately rejoice. Although they were, before it was sent down upon them—before that—in despair.}
