Ar-Rum: 48
{Then He spreads it} at times, continuously, {and makes it into fragments}—that is, into pieces—at other times. {So you see the rain emerging from within it} in both instances.
The intended meaning of "the sky" is the direction of the sky and its opening, similar to His saying: {And its root is in the sky} (Ibrahim: 24).
The "afflicting of the servants" refers to the afflicting of their lands and territories.
{From before it} is a case of repetition and emphasis, similar to His saying: {So the outcome for both of them is that they will be in the Fire, abiding eternally therein} (Al-Hashr: 17).
The significance of the emphasis here is to indicate that their period without rain had become long and distant, causing their despair to intensify and their hopelessness to persist; thus, their rejoicing was in proportion to the distress they had felt regarding that.
{So observe the effects of the mercy of Allah—how He gives life to the earth after its lifelessness. Indeed, that [same One] will give life to the dead, and He is over all things competent.}
