And to Allah belongs whatever is in the heavens and whatever is on the earth. And ever is Allah, of all things, encompassing.

Tafsir
Verse range: 4:126
"And to Allah belongs whatever is in the heavens and whatever is in the earth."
This is connected to the mention of the righteous and the wicked deeds. Its meaning is that He possesses the dominion over the inhabitants of the heavens and the earth; therefore, obedience to Him is obligatory upon them.
"And Allah is ever, of all things, encompassing."
He is All-Knowing of their deeds, and He will recompense them for their good and their evil. Therefore, they must choose for themselves what is most beneficial for them.
"And they request from you a legal ruling regarding..." (An-Nisa: 127)
