"Give tidings to the hypocrites..."
The verb "give tidings" (bashshir) is used in place of "inform" (akhbir) as a form of mockery toward them.
"...those who..."
This is in the accusative case (nasb) to denote censure, or in the nominative case (raf') implying "I mean those who" or "they are those who." They used to lean toward the disbelievers and take them as allies, and some would say to others, "Muhammad’s affair will not be completed," so they turned to the Jews.
"...for indeed, all honor belongs to Allah."
He means for His allies, for whom He has decreed honor and victory over the Jews and others. He also said: "And to Allah belongs [all] honor, and to His Messenger, and to the believers" (Al-Munafiqun: 8).
