Those who had been arrogant will say, "Indeed, all [of us] are in it. Indeed, Allah has judged between the servants."

Tafsir
Verse range: 40:48
"Said those who were arrogant..."
It has been recited as: "Kullan" (كلاً), as an emphatic particle for the noun of inna (إنا), which is a definite noun. The tanwin (nunation) serves as a substitute for the mudaf ilayh (genitive construction), meaning: "Indeed, all of us," or "All of us are in it."
If you ask: Is it permissible for kullan to be a hal (circumstantial qualifier) that governs the prepositional phrase fiha (in it)?
I reply: No, because a prepositional phrase (zarf) cannot govern a preceding hal in the same way it governs a preceding zarf. You say, "Every day, you have a garment" (kulla yawmin laka thawb), but you do not say, "Standing in the house is Zayd" (qa'iman fi al-dari Zayd).
"Judgment has been passed between the servants" Meaning: He has decreed between them and settled the matter by admitting the people of Paradise into Paradise and the people of the Fire into the Fire.
"And those in the Fire will say to the keepers of Hell, 'Call upon your Lord to lighten for us one day from the punishment.' They will say, 'Did your messengers not come to you with clear proofs?' They will say, 'Yes.' They will say, 'Then call [yourselves].' But the supplication of the disbelievers is nothing but in error."
