Surah Az-Zukhruf 43:54
ﲏ ﲐ ﲑ ﲒ ﲓ ﲔ ﲕ ﲖ
So he bluffed his people, and they obeyed him. Indeed, they were [themselves] a people defiantly disobedient [of Allah].

Tafsir
Verse range: 43:54
{فَاسْتَخَفَّ قَوْمَهُ فَأَطَاعُوهُ}
He made his people light-minded, meaning he incited them. Its literal reality is: he compelled them to be light (unsteady/frivolous) for him and for what he wanted from them. It is the same as istafazza (to incite/startle), derived from their saying for someone light: fazz.
{فَلَمَّا آسَفُونَا انتَقَمْنَا مِنْهُمْ فَأَغْرَقْنَاهُمْ أَجْمَعِينَ * فَجَعَلْنَاهُمْ سَلَفًا وَمَثَلًا لِّلْآخِرِينَ}
