Tafsir of Az-Zukhruf 43:84

"And He is the One who is in..."

The Name of the Exalted (Allah) contains the meaning of a description (attribute). Therefore, the adverbial phrase is attached to it in His saying: "in the heaven and in the earth."

It is like saying: "He is Hatim in Tayy, He is Hatim in Taghlib," based on the inclusion of the meaning of "the generous one" for which he is famous. It is as if you said: "He is generous in Tayy, generous in Taghlib."

It has been recited: "And He is the One who is in the heaven, Allah, and in the earth, Allah." Similar to this is His saying: "And He is Allah in the heavens and in the earth" (Al-An'am: 3). It is as if it includes the meaning of "the Worshipped," "the Owner," or something similar.

The pronoun referring back to the relative pronoun (alladhi) is omitted due to the length of the discourse, similar to their saying: "I am not the one who [is] saying anything to you." The length is further increased because the conjoined phrase is included within the time of the relative clause (silah).

It is possible that "in the heaven" is the relative clause for alladhi, and "Allah" is the predicate of an omitted subject, such that the sentence is an explanation of the relative clause. This implies that His being in the heaven is by way of Divinity and Lordship, not in the sense of physical settlement. In this is a negation of the deities that were worshipped on earth.

"You will be returned" (turja'un): It has been recited with the ta (you) in both the damma and fatha forms. It has also been recited as yurja'un (they will be returned) with a damma on the ya. It has also been recited as tuhsharun (you will be gathered) with the ta.

"And those whom they invoke besides Him do not possess [the power of] intercession, except those who testify to the truth while they know. And if you asked them who created them, they would surely say, 'Allah.' So how are they deluded?"
