And if you should ask them, "Who has created the heavens and the earth?" they would surely say, "They were created by the Exalted in Might, the Knowing."

Verse range: 43:9
If you ask: Regarding His saying, "They will surely say, 'The Almighty, the All-Knowing created them,'" and the descriptions that follow it—if this is part of their speech, then what do you make of His saying, "And We brought to life a dead land thereby; thus will you be brought forth"? And if it is from the speech of Allah, then what is the logic behind it?
I say: It is from the speech of Allah, not from their speech. The meaning of His saying, "They will surely say, 'The Almighty, the All-Knowing created them'"—meaning the One whose attributes are such and such—is that they will attribute their creation to the One who possesses these attributes and will ascribe them to Him.
"With measure" (bi-qadar): With a specific quantity by which the lands and the servants are kept safe, and it was not a flood.
