Do they not see that Allah, who created the heavens and earth and did not fail in their creation, is able to give life to the dead? Yes. Indeed, He is over all things competent.

Tafsir
Verse range: 46:33
{بِقَادِرٍ} Its grammatical position is nominative (rafʿ) because it is the predicate of anna. This is evidenced by the reading of ʿAbd Allāh [ibn Masʿūd]: "qādirun" (without the bāʾ). The bāʾ was only introduced because the negation at the beginning of the verse encompasses anna and everything within its scope.
Al-Zajjāj said: If you were to say, "I did not think that Zayd would depart," it is permissible. It is as if it were said: "Is God not capable?" Do you not see the occurrence of balā (yes/indeed) confirming [God's] capability over all things—resurrection and otherwise—rather than confirming their seeing?
It is also read as: {يَقْدِرُ} (yaqdiru - He is capable).
It is said: "ʿayītu bi-al-amr" (I was unable to grasp the matter) when you do not know its aspect. From this is: {أَفَعَيِينَا بِالْخَلْقِ الْأَوَّلِ} (Were We then exhausted by the first creation? - Qaf: 15).
{وَيَوْمَ يُعْرَضُ الَّذِينَ كَفَرُوا عَلَى النَّارِ أَلَيْسَ هَٰذَا بِالْحَقِّ ۖ قَالُوا بَلَىٰ رَبِّنَا ۚ قَالَ فَذُوقُوا الْعَذَابَ بِمَا كُنتُمْ تَكْفُرُونَ}
(And the Day those who disbelieved are exposed to the Fire [it will be said], "Is this not the truth?" They will say, "Yes, by our Lord." He will say, "Then taste the punishment because you used to disbelieve.")
