Al-Fath: 14

{And to Allah belongs the dominion of the heavens and the earth} He manages it with the management of One who is All-Powerful and All-Wise. Thus, He forgives and punishes according to His will, and His will is subordinate to His wisdom. His wisdom dictates forgiveness for the repentant and punishment for the persistent.

{And Allah is Ever-Forgiving, Most Merciful} His mercy precedes His wrath, as He expiates minor sins through the avoidance of major ones, and forgives major sins through repentance.

{Those who remained behind will say when you set out toward the spoils to take them, "Let us follow you." They wish to change the words of Allah. Say, "Never will you follow us. Thus did Allah say before." Then they will say, "Nay, you envy us." But they were not understanding except a little.}
