Surah Al-Fath 48:15

ﲶ ﲷ ﲸ ﲹ ﲺ ﲻ ﲼ ﲽ ﲾ ﲿ ﳀ ﳁ ﳂ ﳃ ﳄ ﳅ ﳆ ﳇ ﳈ ﳉ ﳊ ﳋ ﳌ ﳍ ﳎ ﳏ ﳐ ﳑ ﳒ ﳓ ﳔ ﳕ ﳖ ﳗ ﳘ

Those who remained behind will say when you set out toward the war booty to take it, "Let us follow you." They wish to change the words of Allah. Say, "Never will you follow us. Thus did Allah say before." So they will say, "Rather, you envy us." But [in fact] they were not understanding except a little.

Al-Fath: 15

{The laggards will say, when you set out to the spoils} Those who stayed behind from [the expedition of] al-Hudaybiyyah, when you set out to the spoils of Khaybar.

{that they may change the word of Allah} It is also read as kalim Allah (the speech of Allah). It means: that they may alter the promise of Allah to the people of al-Hudaybiyyah. This is because He promised them that He would compensate them for the spoils of Mecca with the spoils of Khaybar, if they returned having made peace, without having obtained anything from them [the Meccans]. It is also said: it refers to His saying, "You shall never go out with me" (At-Tawbah: 83).

{They envy us} That we should obtain the spoils with you. It is read with both a damma and a kasra on the sin.

{They do not understand except a little} They do not comprehend, except for a meager understanding. This refers to their shrewdness regarding worldly affairs, to the exclusion of religious matters, as in His saying, "They know what is apparent of the worldly life" (Ar-Rum: 7).

If you ask: What is the difference between the two particles of idrab (disjunction/transition)? I say: The first idrab serves to reject the notion that it was Allah’s decree that they should not follow them, and to affirm their envy. The second idrab transitions from describing them by attributing envy toward the believers, to describing them with something even more severe: ignorance and a lack of understanding.

{Say to the laggards among the Bedouins: "You will be called to a people of great military might; you will fight them, or they will submit. If you obey, Allah will give you a good reward; but if you turn away as you turned away before, He will punish you with a painful punishment."}
