Al-Fath: (28) "It is He who sent..."

{With guidance and the religion of truth} With the religion of Islam.

{To manifest it} To exalt it.

{Over all religion} Over the entire genus of religion. He means: the various religions, including the religions of the polytheists and the deniers among the People of the Book. Allah (Glorified be He) has indeed fulfilled this; for you will never see a religion but that Islam possesses the honor and dominance over it.

It is said: This will be at the descent of Jesus, when no disbeliever will remain on the face of the earth.

It is also said: It means manifesting it through proofs and signs.

In this verse is a confirmation of what was promised regarding the conquest, and a settling of the souls of the believers, assuring them that Allah (Exalted be He) will open lands for them and grant them dominance over regions, which they will consider minor compared to the conquest of Mecca.

{And sufficient is Allah as a Witness} That what He has promised will come to pass.

Al-Hasan (may Allah be pleased with him) said: He bore witness upon Himself that He would manifest your religion.

{Muhammad is the Messenger of Allah; and those with him are forceful against the disbelievers, merciful among themselves. You see them bowing and prostrating [in prayer], seeking bounty from Allah and [His] pleasure. Their mark is on their faces from the trace of prostration. That is their description in the Torah. And their description in the Gospel is as a plant which produces its offshoots and strengthens them so they grow firm and stand upon their stalks, delighting the sowers - so that He may enrage by them the disbelievers. Allah has promised those who believe and do righteous deeds among them forgiveness and a great reward.}
