"Then, indeed, the party of Allah..."

This is an instance of using the explicit noun in place of the pronoun. The meaning is: "Indeed, they are the victors." However, by phrasing it this way, they are designated as the party of Allah.

The root of hizb (party) refers to a group of people who gather for a specific matter; they are their hizb.

It is also possible that by "the party of Allah," He intends the Messenger and the believers. In this case, the meaning would be: "Whoever takes them as allies has taken the party of Allah as an ally, and has sought support from those who cannot be overcome."
