Tafsir of Ad-Dhariyat 51:22-23

{And in the heaven is your provision} It is the rain, for it is the cause of sustenance. Sa‘id ibn Jubayr narrated: It is the snow and every spring that flows from it. Al-Hasan used to say when he saw the clouds to his companions: "By Allah, your provision is within it, but you are deprived of it due to your sins."

{And [in it is] what you are promised} Paradise; it is upon the back of the seventh heaven, beneath the Throne. Or, it may mean: that which you are provided in this world and that which you are promised in the Hereafter is all written in the heaven.

{Like [as] your speech} It is read in the nominative (mithlu) as an adjective for "the truth" (al-haqq), meaning: a truth like your speech. It is read in the accusative (mithla) as: "It is indeed a truth, a truth like your speech." It is also possible that it is indeclinable (fath) due to its annexation to a non-inflected word. The word ma is an augmentative particle, according to Al-Khalil. This is like people saying: "This is indeed the truth, just as you see and hear," and "It is like the fact that you are here." This pronoun refers to what was mentioned regarding the signs, the provision, the affair of the Prophet (peace be upon him), or to what you are promised.

[The Story of the Bedouin] Al-Asma‘i narrated: I came from the Mosque of Basra when a Bedouin appeared on his camel. He asked, "From whom are you?" I said, "From the Banu Asma‘." He asked, "From where have you come?" I said, "From a place where the speech of the Most Merciful is recited." He said, "Recite to me." I recited Adh-Dhariyat. When I reached the words of the Almighty, {And in the heaven is your provision}, he said, "Enough." He stood up to his camel, slaughtered it, and distributed it to everyone who came and went. He then took his sword and bow, broke them, and turned away.

When I performed Hajj with Harun al-Rashid, I was circumambulating when I heard someone calling me with a faint voice. I turned and saw the Bedouin, who had become emaciated and pale. He greeted me and asked me to recite the Surah. When I reached the verse, he cried out and said, "We have found what our Lord promised us to be true." Then he said, "Is there anything else?" I recited: {Then by the Lord of the heaven and the earth, indeed it is the truth}. He cried out and said, "Glory be to Allah! Who is it that has angered the Majestic One until He had to swear an oath? They did not believe Him by His word, so they forced Him to swear!" He said this three times, and his soul departed with the last one.

{Has there reached you the story of the honored guests of Abraham? * When they entered upon him and said, "Peace," he said, "[And upon you] peace, [you are] a people unknown." * Then he went to his family and brought a fat [roasted] calf. * And placed it near them; he said, "Will you not eat?" * And he felt from them apprehension. They said, "Fear not," and gave him good tidings of a learned boy. * Then his wife approached with a loud cry and struck her face and said, "[I am] a barren old woman." * They said, "Thus has said your Lord; indeed, He is the Wise, the Knowing."}
