{In error and madness} Meaning: in destruction and fire. Or, in error from the truth in this world, and in fire in the Hereafter.

{The touch of Saqar (Hell)} Like your saying: "He felt the touch of fever" or "He tasted the sting of a blow." This is because when the fire strikes them with its heat and scorches them with its pain, it is as if it touches them with that touch, just as a living being is touched and afflicted by what harms and pains it.

{And taste} Implied is the command: "It is said to them: Taste."

{Saqar} A proper name for Hell. It is derived from saqarat-hu al-nar (the fire scorched him), meaning it singed him. Dhu al-Rummah said: When the sun intensifies, he guards against its scorching heat (saqarat) / With the branches of a sturdy, leafy tree. It is indeclinable (diptote) due to being a proper noun and feminine.

{Everything} In the accusative case (kulla shay'in) due to an implied verb explained by the explicit one that follows (khalaqnahu - We created it). It is also recited in the nominative case (kullu shay'in).

{By decree (Qadar)} Meaning: predestination. It is also recited as al-qadr (power/measure). Both readings imply: We created everything measured, precise, and ordered according to what wisdom dictates. Or, measured and written in the Preserved Tablet, known before its existence; We have known its state and its time.

{And Our command is but one} Meaning: but a single word, swift in its formation.

{As a glance of the eye} He intends His saying: "Be." It means that when He wills the creation of a thing, its existence does not delay.

{And We have already destroyed your likes, so is there any who will remember? And everything they did is in the scrolls. And every small and great thing is inscribed.}
