"And so that the hearts may incline toward it..."

{And so that... may incline}: Its response is omitted. The implied meaning is: "And for that to happen, We have made for every prophet an enemy." This is based on the understanding that the lam (in li-tasgha) is the lam of consequence (lam al-sayrura), and its verification is what has been mentioned.

The pronoun in {toward it} refers to the same thing the pronoun in "they do it" (fa'aluhu) refers to. That is: "And so that the hearts of the disbelievers may incline toward what has been mentioned of the enmity of the prophets and the whispering of the devils, and so that they may approve of it for themselves, and so that they may commit what they are committing of sins."

{Say: "Shall I seek a judge other than Allah, while it is He who has sent down to you the Book, explained in detail?" And those to whom We gave the Book know that it is sent down from your Lord in truth, so do not be among the doubters.}
