But those who deny Our verses are deaf and dumb within darknesses. Whomever Allah wills - He leaves astray; and whomever He wills - He puts him on a straight path.

Verse range: 6:39
"And those who deny Our verses..."
If you ask: How does this follow his statement: "And those who deny Our verses"?
I say: When He mentioned His creations and the traces of His power—which bear witness to His Lordship and proclaim His greatness—He said: The deniers are "deaf" (they do not hear the words of the warner), "dumb" (they do not speak the truth), and they stumble in the darkness of disbelief. Thus, they are heedless of contemplating and reflecting upon those signs.
Then He said, signaling that they are among those whose hearts are sealed: "Whomever Allah wills, He leaves astray"—meaning He abandons him and leaves him to his misguidance, and He does not grant him lutf (divine grace/favor), because he is not among the people of lutf.
"And whomever He wills, He places on a straight path"—meaning He grants him lutf, because lutf is of benefit to him.
"Say, 'Have you considered: if the punishment of Allah should come to you or the Hour should come to you - is it other than Allah you would invoke, if you should be truthful? Rather, it is Him you would invoke, and He would remove that for which you invoked Him if He willed, and you would forget what you associate with Him.'"
