Tafsir of Al-An'am 6:65-67

{He is the One capable} He is the One whom you have known to be capable, and He is the possessor of perfect power.

{of sending punishment upon you from above you} Just as He rained stones upon the people of Lot and the companions of the Elephant, and sent the flood upon the people of Noah.

{or from beneath your feet} Just as He drowned Pharaoh and caused the earth to swallow Korah. It is also said: "From above you" means from your superiors and rulers, and "from beneath your feet" means from your inferiors and servants. Others say it refers to the withholding of rain and vegetation.

{or to confuse you into sects} Or to mix you into differing factions based on various whims, where each group follows a leader. The meaning of "mixing them" is that fighting breaks out among them, causing them to intermingle and clash in the heat of battle, as in the verse: And a battalion I mixed with a battalion, until when they were entangled, I shook my hands of them.

It is narrated from the Messenger of Allah (ﷺ): "I asked Allah not to send upon my nation a punishment from above them or from beneath their feet, and He granted me that. I asked Him not to make their violence among themselves, but He refused me, and Gabriel informed me that the destruction of my nation would be by the sword."

From Jabir ibn Abdullah: When "{from above you}" was revealed, the Messenger of Allah (ﷺ) said: "I seek refuge in Your Face." When "{or from beneath your feet or to confuse you into sects}" was revealed, he said: "These two are lighter."

The meaning of the verse is a threat of one of the enumerated types of punishment.

{And your people have denied it} The pronoun refers to the punishment.

{while it is the truth} Meaning, it must inevitably descend upon them.

{Say, "I am not a manager over you."} I am not a guardian entrusted with your affairs to prevent you from denial by force; I am only a warner.

{For every news} For every thing that is announced—meaning the announcement of their punishment and the threat thereof—

{is a fixed time} A time of occurrence and realization that must come to pass. It is also said that the pronoun in "news" refers to the Quran.

{And when you see those who engage in [offensive] discourse concerning Our verses, then turn away from them until they enter into another conversation. And if Satan should cause you to forget, then do not remain after the reminder with the wrongdoing people. And those who fear Allah are not held accountable for them at all, but [only] for a reminder - that perhaps they will fear Him.}
