Tafsir of Al-A'raf 7:102

{And We did not find for most of them any covenant} The pronoun refers to people in an absolute sense. That is: We did not find for most people any covenant, meaning that most of them broke the covenant of God and His pledge regarding faith and piety.

{And indeed, We found most of them defiantly disobedient} Meaning: The matter and the situation is that We found most of them to be fāsiqīn (defiantly disobedient), having exited from obedience and strayed. This verse is a parenthetical statement (iʿtirāḍ).

It is also permissible for the pronoun to refer to the aforementioned nations, meaning that whenever they made a covenant with God during hardship and fear—saying, "If You save us, we will surely believe"—they would break it once He saved them. This is as the people of Pharaoh said to Moses (peace be upon him): {If you remove the affliction from us, we will surely believe you} up to His saying: {then at once they break their word} (Al-Aʿrāf: 135).

"Finding" (al-wujūd) here carries the meaning of "knowing" (al-ʿilm), as in your saying: "I found Zayd to be a man of integrity." This is evidenced by the entry of the lightened inna (in wa-in wajadnā) and the differentiating lām (in la-fāsiqīn). This construction is only permissible with a subject and predicate, or with verbs that enter upon them.

{Then We sent after them Moses with Our signs to Pharaoh and his establishment, but they wronged them. So see how was the end of the corrupters.}

{And Moses said, "O Pharaoh, I am a messenger from the Lord of the worlds,}

{Obligated not to say about Allah except the truth. I have come to you with clear evidence from your Lord, so send with me the Children of Israel."}
