Al-Aʿrāf: 167
{وَإِذْ تَأَذَّنَ رَبُّكَ}
Your Lord has decreed (ta’adhdhana). It is the tafa‘‘ul form derived from al-idhān (announcement/notification), because one who resolves to do a thing speaks to himself about it and notifies his soul of its execution. It is treated in the same manner as a verb of swearing, like ‘alima Allāh (God has known) or shahida Allāh (God has testified). For this reason, it is answered with that which answers an oath, namely His saying: {لَيَبْعَثَنَّ} (He will surely send).
The meaning is: And when your Lord decreed and wrote upon Himself that He would surely send against the Jews, {إِلَىٰ يَوْمِ الْقِيَامَةِ مَن يَسُومُهُمْ سُوءَ الْعَذَابِ} (until the Day of Resurrection, those who will afflict them with the worst of torment). They used to pay the jizyah to the Magians until God sent Muhammad (peace be upon him), who then imposed it upon them; it shall remain imposed upon them until the end of time.
The meaning of li-yab‘athanna ‘alayhim (to send against them) is to empower [others] over them, as in His saying: "We sent against you servants of Ours, possessors of great military might."
{وَقَطَّعْنَاهُمْ فِي الْأَرْضِ أُمَمًا ۖ مِّنْهُمُ الصَّالِحُونَ وَمِنْهُمْ دُونَ ذَٰلِكَ ۖ وَبَلَوْنَاهُم بِالْحَسَنَاتِ وَالسَّيِّئَاتِ لَعَلَّهُمْ يَرْجِعُونَ * فَخَلَفَ مِن بَعْدِهِمْ خَلْفٌ وَرِثُوا الْكِتَابَ يَأْخُذُونَ عَرَضَ هَٰذَا الْأَدْنَىٰ وَيَقُولُونَ سَيُغْفَرُ لَنَا وَإِن يَأْتِهِمْ عَرَضٌ مِّثْلُهُ يَأْخُذُوهُ ۚ أَلَمْ يُؤْخَذْ عَلَيْهِم مِّيثَاقُ الْكِتَابِ أَن لَّا يَقُولُوا عَلَى اللَّهِ إِلَّا الْحَقَّ وَدَرَسُوا مَا فِيهِ ۗ وَالدَّارُ الْآخِرَةُ خَيْرٌ لِّلَّذِينَ يَتَّقُونَ ۗ أَفَلَا تَعْقِلُونَ}
"And We divided them throughout the earth into nations. Of them are the righteous, and of them are [those] other than that. And We tested them with good [times] and bad that perhaps they would return [to obedience]. And there came after them successors who inherited the Scripture [while] taking the commodities of this lower life and saying, 'It will be forgiven for us.' But if an offer of similar commodities comes to them, they [would again] take it. Was not the covenant of the Scripture taken from them—that they would not say about Allah except the truth? And they studied what was in it. And the home of the Hereafter is better for those who fear Allah, so will you not use your reason?"
