Tafsir of Al-A'raf 7:6-7

{Then We shall surely question those to whom [messengers] were sent}

The verb ursila (were sent) is attributed to the prepositional phrase ilayhim (to them). The meaning is: We shall surely question those to whom messengers were sent—that is, the nations—regarding how they responded to their messengers, as He said: "And the Day He will call them and say, 'What answer did you give the messengers?'" (Al-Qaṣaṣ: 65).

He also questions the messengers regarding what they were answered with, as He said: "The Day Allah will assemble the messengers and say, 'What was the response you received?'" (Al-Māʾidah: 109).

{Then We shall surely relate to them}—that is, to the messengers and those to whom they were sent—{with knowledge}—being All-Knowing of their outward and inward states, their words, and their deeds—{and We were not absent} from them or from what transpired from them.

If you ask: If He is All-Knowing of that and will relate it to them, what is the purpose of questioning them?

I say: Its meaning is to rebuke, reproach, and compel them to admit when they utter it with their own tongues and their prophets testify against them.

{And the weighing [of deeds] that Day will be the truth. So those whose scales are heavy—it is they who are the successful. And those whose scales are light—it is they who have lost their souls for what they were, of Our verses, doing injustice.}
