{As for} is the response to {then when} (i.e., "then when the overwhelming event comes, the matter is as such"). The meaning is: "Then Hell is his refuge."
It is like when you say to a man, "Lower the gaze" (ghuddi al-taraf), meaning: "your gaze" (tarafaka). The alif and lam (the definite article) are not a substitute for the possessive construction (idafa). Rather, because it is known that the transgressor is the one who possesses the refuge, and that a man does not lower the gaze of another, the possessive construction was omitted.
The entry of the definite article in "the refuge" (al-ma'wa) and "the gaze" (al-taraf) is for definition, because both are known.
{She} (hiya) is a separator (fasl) or an initial subject (mubtada').
