They want to extinguish the light of Allah with their mouths, but Allah refuses except to perfect His light, although the disbelievers dislike it.

"They want to extinguish..."
Their state in seeking to invalidate the prophethood of Muhammad (ﷺ) through denial is like the state of one who wishes to blow out a great light spread across the horizons—a light that Allah intends to increase and bring to the ultimate limit of brilliance and illumination—by blowing upon it to extinguish and erase it.
"{But Allah refuses...}"
...except to perfect His light, even if the disbelievers dislike it.
"{...to manifest it over all religion}"
Meaning: to manifest the Messenger (peace be upon him) over all the followers of other religions, or to manifest the religion of truth over every other religion.
If you ask: How is it permissible to say "Allah refused (abā) except such-and-such," when one does not say "I hated (karihtu) or detested (abghadtu) except Zayd"?
I reply: The verb "refused" (abā) has been treated as having the meaning of "did not want" (lam yurīd). Do you not see how "They want to extinguish" is contrasted with His saying "But Allah refuses," and how it is placed in the position of "Allah does not want anything except to perfect His light"?
"{O you who have believed, indeed many of the scholars and the monks consume the wealth of the people unjustly and avert [them] from the way of Allah. And those who hoard gold and silver and spend it not in the way of Allah - give them tidings of a painful punishment. The Day when it will be heated in the fire of Hell and seared therewith will be their foreheads, their flanks, and their backs, [it will be said], 'This is what you hoarded for yourselves, so taste what you used to hoard.'}"
