Tafsir of At-Tawbah 9:44

{لا يستأذنك} It is not the custom of the believers to ask your permission to engage in Jihad. Indeed, the sincere among the Emigrants (Muhajirun) and the Helpers (Ansar) used to say: "We will never ask the Prophet for permission; we shall always strive alongside him with our wealth and our lives."

The meaning of {أن يجاهدوا} (that they strive) is "in that they strive," or "out of dislike for striving."

{والله عليم بالمتقين} A testimony for them that they are included in the ranks of the righteous, and a promise to them of the most abundant reward.

{إنما يستأذنك الذين لا يؤمنون بالله واليوم الآخر وارتابت قلوبهم فهم في ريبهم يترددون} Only those who do not believe in Allah and the Last Day ask your permission, and their hearts have doubted, so they waver in their uncertainty.

{ولو أرادوا الخروج لأعدوا له عدة ولكن كره الله انبعاثهم فثبطهم وقيل اقعدوا مع القاعدين} If they had intended to go forth, they would have prepared equipment for it. But Allah disliked their mobilization, so He held them back, and it was said: "Sit with those who sit."

{لو خرجوا فيكم ما زادوكم إلا خبالا ولأوضعوا خلالكم يبغونكم الفتنة وفيكم سماعون لهم والله عليم بالظالمين} Had they gone forth with you, they would not have increased you except in corruption, and they would have scurried about in your midst, seeking to sow discord among you. And among you are those who listen to them. And Allah is Knowing of the wrongdoers.

{لقد ابتغوا الفتنة من قبل وقلبوا لك الأمور حتى جاء الحق وظهر أمر الله وهم كارهون} They had already sought discord before and upset matters for you, until the truth came and the command of Allah appeared, while they were averse.
