Is it obligatory for a fraction of every community to acquire deep understanding in religion (Tafaqquh)?

It is obligatory that a group from every community undertakes Tafaqquh (deep understanding) in the religion. This group is then tasked with warning their people upon returning, hoping they will exercise caution. Those who engage in this are considered inheritors of prophethood and are entrusted with establishing God's proof and conveying His divine law. God singles out those who fear Him from among His servants, stating: {Indeed, those most fearful of Allah among His servants are the learned} (Quran 35:28).
