What is the legal ruling on reconciliation between conflicting Muslim factions (Ahl al-'Adl and Ahl al-Bughy)?

Reconciliation between the party of justice and the party of transgression (rebellion) is a valid form of Sulh. This is established by the Divine decree: "And if two factions of the believers fight, then make reconciliation between them" (Quran 4:9).
